Paul Kersey leaves New York and goes to live in Los Angeles after detective Frank Ochoa discovers his identity as The Watcher and lets him go. There he tries to rebuild his life with his daughter Carol and his girlfriend Geri Nichols who works as an announcer at the KABC radio station. One day he confronts some gang members who are trying to rob him and makes them flee. However, the criminals manage to steal his wallet and seek revenge at his home. There they rape and kill their maid and when Paul arrives with Carol, they beat him and kidnap his daughter. Carol is also raped and ends up dying when she tries to escape her captors.
