In 1968, a nuclear nonproliferation agreement was agreed between the most powerful nuclear powers. The Fourth Protocol of the agreement prohibited the use of nuclear weapons in a non-conventional way such as sending them by mail, placing them near the target and detonating them at a distance. But violating that protocol a bomb is going to explode in the vicinity of a North American base in England, simulating an accident that blames the United States for storing nuclear weapons in unauthorized places. The person in charge of assembling the pieces of the bomb is the implacable Valeri Petrofsky, a methodical, cold and bloodthirsty KGB agent who will meet in England with agent Irina Vassilievna, a bomb expert. An accident allows MI5 agent John Preston to discover a piece of radioactive material used in nuclear bomb detonators.
