During the Ming Dynasty, Lu Fang manages to escape alive from a confrontation with Manchurian warriors. In his escape he passes through the county of Feng Jui where he discovers that the magistrate Wei Huaiyuan abuses the population. As revenge, the village chief has kidnapped the magistrate's daughter.
