Led by Al Kruger's gang, New York's gangsters thrive under a weak administration that has sent tough cop Johnny Blake (Edward G. Robinson) to a suburban neighborhood. The brains of the gang are a triumvirate of bankers whose political, financial and social influences allow the gangsters to exist. When Bryan, an editor campaigning against them, is found murdered, a grand jury appoints Captain Dan McLaren to take down the criminals. McLaren apparently expels Blake from the police force and he, angry, joins the gang as Kruger's right-hand man. Nick Fenner (Humphrey Bogart), Bryan's assistant and murderer, is suspicious of Blake and distrusts the former police officer's presence in the gang.
