Weymouth England early sixties. Joan, a young British woman, acts as bait for the gang led by her brother King to rob and beat up an American subject named Simon Wells. After being attacked and abandoned on the shoulder, Simon receives help from Bernard and his friends. Upon returning to his boat anchored in the port of Weymouth Wells meets Joan again but this time his intentions seem to be very different. In fact, Joan intends to escape the control that her older brother exercises over her and agrees to embark with Simon on his small yacht. However, King and his group of “teddy boys” follow their trail with their motorcycles along the coast. Seeing themselves surrounded, Simon and Joan jump over an electrified protective fence and enter a kind of military compound. They both soon fall off a cliff and immediately the waves drag their bodies towards the shore. There they are picked up by children who live confined in underground galleries connected to the military center via television circuit whose usual interlocutor is the enigmatic Professor Bernard.
