Agent Raphael Deed, a rookie cop with the elite FRAT (First Response Assault and Tactics) police unit, and his veteran partner, Sergeant Francis Lazerov, carry out a raid on Rook's hideout (an experienced thug) and his rookie partner, Isaiah, and are caught in possession of cocaine, cash and weapons. Officers seize the stash and warn criminals to keep their mouths shut. However, Rook resists, so Lazerov is forced to shoot him. He is also about to kill Isaiah, but Deeds stops him. Having saved Isaiah's life, it will cost Isaiah to act as a scapegoat and face Rook's murderer before justice.




Josh Pollack, a naïve and joking reporter, witnesses Isaiah's statement and sees him thanking Deed after the interrogation. When Pollack asks Deed about it, Lazerov abruptly interrupts the interview. Convinced of the deception he is uncovering, Pollack intensifies his investigation but his boss, a retired Pulitzer-winning correspondent, reproaches him that his story doesn't hold up anywhere and fires him.
