A group of scientists, under the supervision of Professor Sewell (Peter Cushing), carry out research to develop a formula to combat the plagues of typhus and bubonic plague. Since the compound includes the use of a particularly virulent germ that could be used by an enemy power as a bacteriological weapon, the Minister of Defense strictly prohibits Professor Sewell from publishing his discoveries. Although Sewell abides by the decision, one of his assistants, the young Bob Marriott (Tony Britton), gets carried away by his passions and by his frustrated love for Lucy (Virginia Maskell), an unmarried colleague who is still involved with her former fiance. Korean veteran Alan Andrews (Ian Bannen), bitter over the loss of his arms in the war. Andrews learns of Marriott's indignation, and cleverly probes him, putting him in contact with the strange Mr. Brown (Donald Pleasence), who manipulates him to obtain the formula on behalf of dark powers.
