A gang of masked robbers is carrying out violent robberies in Cincinnati banks with military precision and their loots are donated to charitable causes. The case is investigated by FBI Special Agent Jonathan Montgomery who leads a team of agents that includes a hardened and brutal veteran, Stockwell, and a freshly graduated rookie from Quantico, Wells.
